    Do public choice and public transport mix? An Australian-Canadian comparison

    This paper explores the causes of, and evaluates possible remedies for, the decline of public transport in Melbourne. Travel patterns in urban areas are characterised by diversity: origins and destinations are dispersed and travel occurs throughout the day. Traditional forms of public transport, oriented to peak period, central city commuters, have had difficulty coping with this diversity. The currently popular response to this problem in Australia is based on the 'economic rationalists' remedies of privatisation and deregulation. But other cities have responded with the opposite policies, planning and coordination of services. This exploration of the two approaches is carried out through a comparison of public transport policy in Melbourne, where patronage has declined at world-beating rates in the last four decades, with Toronto, which has been much more successful. The reason for the contrasting patronage performances is found to lie in the different policies pursued in the two cities. These differences date from decisions taken in both cities in response to crises in public transport policy following the first world war and again in the 1950s. In Toronto, services have been planned and integrated by a public monopoly; policy in Melbourne has been market-driven, and based around competition and extensive private sector involvement. Toronto's centrally planned system has proven the more flexible in car ownership. While public transport operators in Melbourne have competed with one another, Toronto's single operator has competed with the car

    The principles of public transport network planning: a review of the emerging literature with select examples

    This paper highlights for urban planners the key strategies and tactics that can be deployed to improve suburban public transport networks. Introduction The governance and management of public transport systems is an essential component of metropolitan planning and urban management. Most metropolitan strategies in Australia and in other jurisdictions presuppose the provision of public transport. Yet there is often a disconnection between transport plans and land-use schemes. Similarly, metropolitan land-use plans that do integrate with transport plans tend to focus on infrastructure rather than service quality and connectivity. A failure to adequately consider the quality of public transport networks in land-use planning analysis has the potential to produce poor planning outcomes in two key ways. First new land-uses may be inadequately served with public transport services, leading to dependence on alternative travel modes, such as cars. Second, the failure to recognise the significance of well-planned local public transport networks may result in the preclusion of some land-use options. This preclusion may relate to the location of land-uses or their design, such as over-provision of carparking. The continuing debate over whether to address suburban cardependence via land-use change or via transport planning is a case in point. And while the arguments in favour of and against land-use change as a means to overcome car dependence are well known in the planning literature. There is a growing if not yet widely appreciated literature that advocates improvements to public transport network planning and coordination as a means of reducing car dependence. The recognition of improved public transport network planning as a means of reducing car dependence is immensely significant because it offers planners an additional or alternative tool for managing urban transport patterns beyond land-use variation or investment in heavy infrastructure. Urban planning practitioners are not yet well served and informed by the broader public transport planning literature on the advantages of public transport network planning. While there is an extensive literature focusing on the economics and engineering of urban public transport systems the planning literature on the practices that contribute to success in public transport network design and operations is relatively poorly documented. There is also very little literature dedicated to public transport network design within Australian cities which are distinguished by highly centralised radial heavy rail networks with bus or tram networks that are well developed in inner urban zones but less so in the outer suburbs. The remainder of this paper has four objectives for transport planning theory and practice. First the paper reviews the literature on public transport network planning principles; next the paper attempts to formulate these principles in practical terms such that they can be applied to line and network design; third the paper considers further dimensions of network planning, including institutional arrangements and transition points in network design. The paper is intended for three audiences. The first is planning scholars who are involved in debates about public transport. The second is strategic policy officials in planning agencies who are involved in the planning and design of public transport networks. The third audience comprises those involved in development processes and who seek insights into the technical components of public transport network planning. Some caveats are appropriate however. The paper is not seeking to justify public transport network planning. The authors consider that the case for dedicated planning is implicit in the assumption that cities should provide good quality public transport to their residents. The wider case in favour of network planning has been successfully advanced elsewhere. Conversely, the paper is not intended as a directly applicable manual of detailed transport planning practice. While it does offer some insights into the practical public transport network planning task such guidance is better provided by Nielsen et al and Vuchic. Instead the paper highlights for urban planners the key strategies and tactics for that can be deployed to improve suburban public transport networks. Understanding these principles should thus assist urban planners – and urban scholars – to better shape and evaluate urban development processes and patterns

    Industry superannuation funds: a new kind of mutual

    At the time of the founding of the industry superannuation funds, the Australian retirement-savings market was dominated by insurance mutuals. In the early 1980s, less than half the workforce was covered by occupational superannuation and unions saw the insurance mutuals, created in the nineteenth century, as part of the problem in this widespread market failure. When establishing industry-wide schemes, union leaders largely eschewed the language associated with the "old" mutuals that had become key pillars of the established financial sector. In framing their appeal to members, the trustees and managers of the industry funds appealed instead to new expressions, such as "all profit to members." Industry funds also developed a model of 50/50 employer/employee trusteeship or "equal representation" not as an ideological prescription, but as a pragmatic way of dealing with opposition to the schemes by employers. The trustees and managers of industry superannuation funds contrasted rather than associated themselves with the "old mutuals" which, at the time, were not seen as reflecting the unions' ideal of an industrial partnership. However, with the decline and demutualisation of the largest old insurance mutuals in the 1990s, the industry funds began to appropriate the language of mutualism. This appropriation took place within the context of a perceived need to maintain a collective identity and purpose in the changing superannuation marketplace

    There is increasing evidence that mathematics video games can play a large role in mathematics education, in support of children's learning. However, despite the interdisciplinary nature of the subject, research in this area has traditionally been fragmented between disciplines. The RAIDING project was conceived to bring together researchers in neuroscience, maths cognition, and game-based learning to develop a maths game that can act as a research platform for furthering knowledge in this field. The game will employ free-to-play design elements, alongside an adaptive learner model to investigate how children learn maths, through a range of empirical studies

    Game-based training to promote arithmetic fluency

    The research team designed and evaluated a mobile game to promote rapid retrieval of arithmetic facts among a group of children aged 7–8 years (n = 97). The design of the game was based on principles drawn from research literature in mathematical cognition, game-based learning, and game design. The game trains basic number knowledge within a motivating context. It tested an implication of theory of automatization of arithmetic facts that training of recognition of multiples of single-digit numbers should lead to greater fluency in solving multiplication and division problems. A quasi-experimental design was employed to test whether the game improves retrieval of arithmetic facts. Children played the game in their classrooms for 20 min a day for 2 weeks. Comparisons between pre- and post-tests showed that the game playing group outperformed controls with a medium to large effect size (>0.6). These results suggest an improvement in arithmetic fluency equivalent to around 7 months' progress and provide rare empirical evidence supporting transfer of game-based training to a pencil-and-paper test. The findings are consistent with a connectionist theory of arithmetic skill, by showing that improved recognition of multiples contributes to multiplication and division skill. The theoretical and practical implications of these findings are discussed

    Globalisation, Entrepreneurship and the South Pacific: Reframing Australian Colonial Architecture, 1800-1850

    In 1957, Clinton Hartley Grattan, one of Australia’s most important foreign observers, wrote of the shadow of the “urban” in legends of the Australian “bush”.1 He argued that the early frontiers of Australian settlement were frontiers of men with private capital, or entrepreneurs, and those frontiers thus carried more elements of the urban than is commonly realised. Such early colonial enterprises around Australia’s south and southeastern coasts, and across the Tasman included sealing, whaling, milling and pastoralism, as well as missionary, trading and finance ventures. In advance of official settlements in the late-eighteenth and early-nineteenth centuries, entrepreneurs mapped coastlines, pioneered trade routes and colonised lands. Backed by private capital they established colonial infrastructural architecture effecting urban expansion in the Australian colonies, New Zealand and beyond.     Multicenter experience of upper extremity access in complex endovascular aortic aneurysm repair

    Purpose: Upper extremity access (UEA) for antegrade cannulation of aortic side branches is a relevant part of endovascular treatment of complex aortic aneurysms and can be achieved using several techniques, sites, and sides. The purpose of this study was to evaluate different UEA strategies in a multicenter registry of complex endovascular aortic aneurysm repair (EVAR). Methods: In six aortic centers in the Netherlands, all endovascular aortic procedures from 2006 to 2019 were retrospectively reviewed. Patients who received UEA during complex EVAR were included. The primary outcome was a composite end point of any access complication, excluding minor hematomas. Secondary outcomes were access characteristics, access complications considered individually, access reinterventions, and incidence of ischemic cerebrovascular events. Results: A total of 417 patients underwent 437 UEA for 303 fenestrated/branched EVARs and 114 chimney EVARs. Twenty patients had bilateral, 295 left-sided, and 102 right-sided UEA. A total of 413 approaches were performed surgically and 24 percutaneously. Distal brachial access (DBA) was used in 89 cases, medial brachial access (MBA) in 149, proximal brachial access (PBA) in 140, and axillary access (AA) in 59 cases. No significant differences regarding the composite end point of access complications were seen (DBA: 11.3% vs MBA: 6.7% vs PBA: 13.6% vs AA: 10.2%; P =.29). Postoperative neuropathy occurred most after PBA (DBA: 1.1% vs MBA: 1.3% vs PBA: 9.3% vs AA: 5.1%; P =.003). There were no differences in cerebrovascular complications between access sides (right: 5.9% vs left: 4.1% vs bilateral: 5%; P =.75). Significantly more overall access complications were seen after a percutaneous approach (29.2% vs 6.8%; P =.002). In multivariate analysis, the risk for access complications after an open approach was decreased by male sex (odds ratio [OR]: 0.27; 95% confidence interval [CI]: 0.10-0.72; P =.009), whereas an increase in age per year (OR: 1.08; 95% CI: 1.004-1.179; P =.039) and diabetes mellitus type 2 (OR: 3.70; 95% CI: 1.20-11.41; P =.023) increased the risk. Conclusions: Between the four access localizations, there were no differences in overall access complications. Female sex, diabetes mellitus type 2, and aging increased the risk for access complications after a surgical approach. Furthermore, a percutaneous UEA resulted in higher complication rates than a surgical approach

    Recently the construction of the non-abelian effective D-brane action was performed through order α′3\alpha'{}^3 including the terms quadratic in the gauginos. This result can be tested by calculating the spectrum in the presence of constant magnetic background fields and comparing it to the string theoretic predictions.
